I'm not sure I read that bit right - drawing the razor backwards is backhoning. Not that it can't be done (some do and have great success - I think japanese razors are honed like that) but people usually only draw it backwards to remove a wire edge, you move it edge forwards usually. It is moved like you suggest on a strop though.
