stropping practice
Is it advisable to practice stropping whenever I feel like it, or should I only strop before/after shaving?

Joking aside, It probably needs someone more experienced than me to answer this. I don't think it would cause any problems to the razor provided your technique is good. It's worth remembering that only perfect practice makes perfect.

Not while drinking either.

+1 on bigspedur all i will add is stropping correctly wont harm you razor improper stropping will roll your edge and could slice your strop up as well take your time to do it right speed will increase as you get more experience

Practice is a good thing. Stropping was very awkward at first. Take your time, move slowly, roll the blade on its spine with your fingers (instead of the wrist roll), and don't worry about the speed. Speed will come on its own. Enjoy!

If you just want to practice stropping you could use other items for stropping in stead of a razor.. like a butter knife .. or if you happen to have one a shavette without a blade in it..
I've just sent my razor to the hones with one wrong stroke on the strop..(lifted the spine)
