Thanked: 15Consider the following based on your responses to the previous posts. Find a place that sells wet/dry sandpaper. To eliminate the nicks start with 1000 grit on plate glass. I would cut the sandpaper to the same dimensions as Norton stones ~3"x8". Progress from 1000, 2000, 4000, 6000 grit. Then I would progress to diamond past on balsa and finish with CrO. From there go to your strop. You should be able to obtain a servicable razor with this method that can then be touched up with a hone.
If you can find the $ to swing it look into a 1000, 4000, 8000 Norton. There are numerous demos on how to use them and I'm certain that you can find used ones in the classified. To flatten a Norton you can use 220 grit wet/dry sandpaper on plate glass.
