That's certainly one way to do it. The tape changes the bevel angle and since the paste is quite aggressive this creates a microbevel at about 0.5-1 degree steeper than the regular bevel.
The same thing will happen with a pasted hanging strop because of the give it has, except that the microbevel isn't well defined, but it's more of a smooth transition.

It's all a matter of what exactly makes the razor 'not sharp'.
