I always shave over a pronounced mole on my right sideburn area.
It is difficult but not impossible.
1. Your razor must be as sharp & as smooth as possible.
2. Your angle must be appropriate to the spot. Experiment, but in this case flatter is often not better.
3. Pressure must be light ( achievable only after step 1)
