Not a bunch i can say about the brand, but it looks like it should be a decent shaver after it's honed up. It looks like something funky is going on at the heel though (like a ding or bend or something), but maybe it's just a weird pic (or just too late in the evening when I'm seeing it)

The razor looks vintage , but I have never heard of that maker.
As Delirium said there is something going on on the heel, I do not think it's the reflection, but I think its easily fixable.

Welcome to SRP. Looks to me like it will hone up to be a good shaver if you send it out to a honemeister.
Be careful how you treat people on your way up, you may meet them again on your way back down.

Tang stamp is similar to that on razors imported by SR Droescher. Razor may well be very good. Made in Germany & obviously imported by Bauer MFG whoever they were.
The white gleam of swords, not the black ink of books, clears doubts and uncertainties and bleak outlooks.
