You can get a cheap VDH brush from Walmart for about $6 or a badger from some Targets for $9. The hone, if you only want one, and assuming that your razors are already shave ready, you can get a barber's hone from ebay for about $20. It's only when you decide to get into some antique store purchases that you'll need a more serious outlay for hones to get some of those beaters up and running.

Cheap is relative. You can buy good boar bristle brush for around $10, and a decent badger for ~$25. Or you can spend several $100 bills for a fancy one.
Is there a particular reason you want a stainless steel blade? As already mentioned they are not inexpensive. You can get a very nice straight in the classifieds for attractive prices. You can also check SRD or Kenrup (a member here). Both have good buys on starter sets. Good luck in your quest...

Go to Target and get there shaving brush. It can not be beat for the money $8.50. I think it is actually badger and you would expect to pay $40 for a brush of it's quality. Do not get the same name brand shaving soap it is no good.

I bought a Tweezerman badger hair brush from the local health food store for $15. It does a very good job for the price.
