I have never heard people in Europe I sent stuff complain they had to pay taxes.
I recently sent a razor to Denmark, marked the customs form as razor, gift and $20 value, no problems at all.

I have been told in US if an item coming from abroad is less than $500 value then there is no customs fee. The most expensive package from abroad, I have received with no taxes so far was ~250 bucks.

I was told that i should compare it with the airport, some people/packages will get stopped/checked some won't.
In Denmark we may not receive parcels with a value of more than 15,5$, or else it is in risk of getting stopped.
