you can probably keep the scales intact for a while if you glue the back side with superglue, but I don't think this is a long term solution.
the important part is the blade and its impossible to say what condition it is because it's all in the shadow. but from the visible part it most certainly would need at least a little bit of cleanup, honing and possibly edge restoration before it.
