Some can do that, my ogallala does this a lot, but just dip the tips of the brush in a bit of water, and give a few swirls on your face, that should bring it back to life. sometimes I will use a bit too much water at first on purpose, whip some up in the mug just to get it started a bit but not completely, then finish lathering on my face and go straight to shaving.
Mastering implies there is nothing more for you to learn of something... I prefer proficient enough to not totally screw it up.

Not enough water is a common issue with soap performance as is very hot water. if you are still having issue after you add more water like Tiddle suggested then try decreasing the temperature. the third most common culprit is your water itself some water, usually well water has too many dissolved minerals to allow the soap to lather well. in which case filtered or bottled water should help.

That could be it. Just add a little bit of water and lather it into the soap. Should be all good!

What soap are you using? And how do you prepare it? It is highly likely that more water needs to be added as suggested above, or you could be using water too hot, also suggested above. Or maybe the soap is hard/different-to-lather?

Here's a video by Lynn that is helpful. Also, +1 with syslight and tiddle.
