    I still have and use my first, 40 year old Simpson, Persian.

    Buy a quality, name brand or a custom brush, a good brush is a life time purchase.

    My first brush was the heavy handled parker. It is a decent brush, but I wanted and upgrade and a stiffer knot. I ended up choosing the 26mm two band Thater, and could not be happier. The quality is remarkable, but it is about double what your price range is. I'm sure other cheaper options would work too. Just know the parker is pretty soft and isn't the best for hard soaps.

    Ebay Usually has some kent or shavemac or chinese brushes

    My first brush was a black badger Parker. It served me well for a few years. I still use it as a travel brush.

    You can buy a Knot of your choice and a handle and easily make your own custom Brush,plenty of people here can walk you thru it.
    I would never recomend a black badger knot (thats your call).
    If you want some scritch and backbone, get a two band finest with a loft set at about 50mm.(the details are all in the loft setting)
    Bear in mind,If you want custom,Quality knots are not cheap,also it can take sometimes a full days work to make a custom handle to your specs.
    Are many off the shelf brushes that will serve you well for cheap.

    Brushes and knots can be a very individual thing but.... I picked up a Shavemac 25mm x 50mm fan in pure and I really like it. I've had all their knots with the exception of the newest silver tip finest and have enjoyed this one alot (pure). I'm sure it's not for everyone but would be in your price range.

    The Golden Nib is my go to for knots. I have used them for years. I wander the Antique malls for old handles and make a brush that is a fraction of the cost of retail store bought brushes.

    a vintage blades brand badger is a great starting brush. 24mm knot; 2-band Finest badger and imitation horn for under $40.

    Probably the best badger I have purchased in that price range is my Vulfix 2234S. Fantastic brush in Super Badger and I believe you can get it for around $50-$60 now a days. In fact that and my Simpsons Colonel X2L are the only off the shelf badgers I still own. All my others are either customs or vintage restores & reknots I did myself with various vendors knots. I made the decision I was going to go the vintage restore or custom route and get rid of all my other brushes but as far as badgers go those 2 I just could not part with. They are both just excellent performers & the Vulfix is just an amazing value for the quality in my opinion.
