what is this?
it came with an old fuller nylon brush that feels like rotton carpet

Brush in one side to soak, and a nice nifty sponge goes into the part with the holes, sticking above the rim, to allow you to easily wipe your straight razor, then removing the worry of dinging your straight razor on the faucet. Great find!

I think the area with the holes is just to let the excess water back into the vessel after wiping the water out of your brush. I saw a guy in a W&B video on YouTube use his this way. The sponge wont hold the lather from your razor, after 2 strokes.

What is a mustache mug? It looks like a brush mug for soaking the brush?

It looks like a scuttle. Hot water in the bottom and the soap brush on top. those little holes let the hot air or steam come through and keep the brush and soap warm it think. what is the tape holding down.
