Yes it would. Seems to me I remember a picture of his shaving "kit" on some shaving site. Very elaborate, what you'd expect of an Emperor.

I think it would be really interesting to try it once, if for nothing other than bragging rights. However, who knows what that brush really went through over the years.... Maybe soak it in barbacide first....
