at the 80ish price point, you'll be hard pressed to do better than a rooney 3/1 super.

This is a very good all around brush. Vintage Blades LLC*::*Shaving Brushes*::*Rooney*::*Style 2*::*Rooney Style 2 Size 1 (Small) - Faux Ivory - "Super" Silvertip

The longer loft feels nice and has a good flow thru. Also, it is not a floppy brush.

Any brush in the $80 range from a reputable maker (Rooney, Saville Row or Vulfix are all in this group), will be a quality brush and they go from firm to soft in this order, so, you pays your money and you takes your choice. I own brushes from all three of these makers and would not give up any of them. As it is a gift, might I suggest you shoot for the middle this time around, as it's pretty d*mn hard to miss with a fine quality brush from Charles at QED. But honestly, any of these brushes are great and it's really more of a personal choice as to which one suits a person the best. If you know the gents preference for a brush, then by all means select according to my above grading.

    Regards

As far as Rooney, I like the 1/1 small in Super for $75. I love the looks

The Rooney brushes referenced above are excellent. For another option check out the Saville Row SR3120 and SR3122. Both are excellent performers and are close to the price range you have in mind.
