Not if you drill them on a press and run your live center in the cup end of the brush. A drill bit is more precise and when you are making a couple hundred of them they all have to be exactly the same. But yes you could or for a one off use a rotery tool with a sanding drum. Lots of options but I find two quick drill bit changes faster and more accurate.

Do not do hundreds,maybe a couple week.

Brush turned out well.. After using it for the second time I'm impressed..
