Fremont has a large Hispanic and Sudanese population due to a meat packing plant for a town that I think is about 15k or so. The town I live in is about 50k with the same issue.
Assimilation has not been a strong suit for many of them but who am I to judge as I have never moved to another country. However, IMO, Fremont has stepped over the line and is asking for a law that denies a persons inalienable right to shelter. If you want to pass some kind of ordinance about codes that are perceived to be broken or whatever, you better be damn sure ready to apply them to all.
