If a receiving country demands that the visitor have a valid Visa for entry prior to traveling to the receiving country it is easier still to determine where they came from.

If the travel to the destination country is interrupted by a layover and you left the airport's international section then the country in which the layover occurs stamps an entry and exit stamp on their passport. If you stayed in the international section of the airport for a brief layover between fights then there is no reason for entry and exit stamps.

Along with these stamps your passport is scanned too. It should be real easy to determine where and when a legitimate international traveler visiting your country has been immediately prior to entering your country. I don't think it is too difficult to restrict entry from areas specifically affected by an Ebola out break.
