Yup . . . a LOT of questions that need answering surrounding this tragedy, especially due to the fact that the Grandmother is a resident of Community Housing which, in recent years, has come increasingly under fire over their maintenance backlogs.
I just hope that this was a tragic mishap, and that nothing else contributed to that little boys ability to get outside as he did.

I can remember this happening 2 or 3 times in Minneapolis. Parents did not have secure door looks or chains. The kids just open them and go out. Door is shut with auto lock and the kids are in deep trouble.
