Well, this won't seem odd to the guys across the pond, but here in Texas it's considered pretty odd: I mainly only wear kilts (hate wearing pants). I get quite a few odd looks. Most of the guys in my IDPA club simply refer to me as "that guy in the dress" haha

Thats quite odd here too. I dont know anyone who wears a kilt for anything other than weddings and internation rugby/football games. Oh, and on Burns night/St Andrews night too.

I reckon its just an excuse for you to go commando.

I wear the kilt a fair bit - as you say Sandy, for occasions. Commando is something I have done but wouldn't do much at all now. Three things - everybody and their dog is going to try and get their mobile phone camera focussed up your kilt and send a shot of your dick around all your friends. Nothing to hide really but don't like the thought of people feeling inadequate after eyeballing. Next thing is that it is unhygenic - I have never had my kilt drycleaned and you can't just wash it. Imagine a todger going to the toilet very regularly on a dance night out with a few pints in you and out of it! Thirdly - todger rash. The kilt material is fairly rough and at times it irritates, at others it stimulates with potentially embarrasing results.
These are just my experiences and I should add that if I ever went into battle I would probably wear a kilt commando - but not planning on it.

yeah, I don't do the whole commando thing. Wool chafes like hell. I don't usually wear the big dress kilt in my family tartan, it's too hot and way too heavy. most of the time it's either a canvas utilikilt or a lightweight cotton one

I think anywhere in the states that would be pretty odd. At the very least, you can add Oklahoma to your list
