    Josh, I'm thinking may be try replacing www.photobucket.com with 209.17.74.21 and see if it works. May be there's something wrong with the DNS service of your ISP.

    Josh, try accessing the internet from a different location with the laptop(beauty of portability) first before trying to call the ISP. Chances are you won't be able to "convince" the ISP there's a problem without "proving" you can access photobucket via another ISP.
