Offtopic: don't you have toilets with 2 levers for flushing?
Over here, they are more or less the norm with new installations. That way you can 'FLUSH' if a 'flush' does not suffice.
that way you can save money while still having the option of a big flush.
Btw, there is no government legislation behind our flushing strategy.
