I'm from Jersey, and I know we have a reputation of our own (aggressive), but when somebody is driving in the left lane slower than right lane traffic, with nobody in front of them, and plenty of room beside them to shift right, 9.5 times out of 10:
a) they are talking on the phone.
b) they have Pennsylvania tags.
c) both.
No offense to any PA drivers, but if there was ever a generalization that I could make that would 95% accurate for an entire population, it's that Pennsylvania drivers do not understand that the left lane is the passing lane.
