    Another form of indirect seizure is when the
    government restricts development on a parcel
    of land but does not actually seize it.

    I heard of a case at Lake Tahoe where this happened.
    People had bought lots to build a house when they
    retired and then out of the clear blue were told they
    could not build. Now they are stuck with the land
    they can't use or sell.
