Looking at the picture here he seems to have a couple of sharpeners:

Metal looks German but I'm not sure about the plastic one. Actually I thought he would have used a blade or other traditional woodworking tool.

I do not think this is a joke and I am sure this guy would take your money if you 'gave' it to him.

I think he thinks it is a joke by mocking how stupid people are.

Unfortunately he's not doing anything the government or industry doesn't do, and at least his service has some comic value.
