You are right about the law in terms of origin. My bad.
It was a part of the "Housing Assistance Tax Act". Obviously a much more suitable place to bury this form of extortion, IMHO!
The health care act carried these huge changes to IRS 1099 reporting as reported by CNN among others.

I just don't understand how something that the US politicians have been doing for decades, while earning job approval in the 90% is all of a sudden a big issue.
I agree that on one hand it makes much more sense to have the legislation bills contain only things relevant to the issue at hand, but on the other hand when people start demanding that any increase in spending must be offset by an increase of revenue (possible only through increases of the tax rate, increased activity that is subject to the tax, or increased compliance of paying the taxes), then there is an inherent bias towards bundling non related things together in the name of keeping the fiscal balance in sight.
Or may be it's just that the congressmen fell in the same trap of mixing together two not closely related subjects e.g. paypal and politics.

Thanked: 20yeah I just thought it was weird since I've had paypal for years an now all of a sudden I'm getting these things. I saw a couple Google search results where other users where trying to figure out if it was from paypal or not.... but the threads never really finished.
Still seems like a pointless email to receive since it doesn't give you any info and it suggest to log in though the email. A security risk IMO, something that could easily be spoofed by a scammer.
