About 10 years ago, on the first night in a new apartment (in Canada), the downstairs neighbor was having a heavy metal party late at night. I called the cops who were more than happy to pound on someone's door. Never happened again. Never on bad terms with the neighbor either.

Sounds like the walls are paper thin...surprise surprise...You might try the beer summit, or buy some ear plugs, or just move somewhere else.
