To the OP, if you want a safe solution, that will not harm the innocent dogs,but will alleviate the problem, please send me a PM. It sounds like you are in a neighborhood, and probably would get a 'discharging a firearm' charge, if not endangerment charges, if you shoot the dogs. My way, nobody will even know what you are doing, but the problem will stop.

Here is what I did:
I talked to my neighbor - told them it was an issue for me. Politely stated that perhaps their insurance would cover the costs of fixing the fence properly... "by the way, who insures you anyway? Are they any good?"
Hence, I found who insured my neighbor.
Waited till they did it again (the dogs) and then snapped a photo - called their insurer and warned them of the issue and that I had kids that played in my back yard etc. - emailed them the photo.
Never happened again! Insurers are not cool with the liability of dogs crossing fences and kids being given access to others yards. Moreover... insurance company's swing a big stick so to speak.
Just a thought - worked for me.
I noticed a lot of people are recommending pepper spray. This isn't a bad choice, but personally for your situation I would just always bring out with me a can of wasp/hornet killer. It shoots a lot further, is way more accurate, and it backs up the story to the cops of "I just grabbed it cuz it was there, I was scared" story.
Sometimes you gotta pick not only what is effective but what makes sense to the law.
Just tie the dog down and shave it. You know you want to!
