Many things can contribute to a person finding themselves in the catagory of "homeless".
Many times it has nothing to do with lack of motivation or education.
Not all cases are alike & for a lot of people this is only a temporary state.
In the case of the woman in the OP, her condition has probably gotten to a point where it is out of her control. A person would have to sit down & review her case, to determine the best way to help her.

In this state there are people who have that many arrests for DUI alone and are still walking around.
There are loads of folks who have rap sheets that are like a book. they started getting into trouble as kids and it just extends through adulthood. Either they keep doing minor stuff and the system doesn't have the time or room for them so they just kick the can down the road or they eventually graduate to something serious and wind up in the big house.

Well in my life-time I have seen social services slashed to the core.
This leads those who need help resort to things that go against the law of the land.
We expand the police force because of this - but it's not the job of Police to provide aid to violators, so we look to the justice system.
The justice system has two options - to either send the offenders to get help in a social program or to incarcerate. The funding to rehabilitate is gone... only to incarcerate.
And that's all there is too it. The sick will never get out of the system.
Sure there are a ton of holes in the above but in the grand scheme, that's the deal.
