I grew up with a Bamboo patch in my back yard, when it gets old it would split at the ends and get moldy on the outside depending on the environment it was exposed to, never have I seen it rot like wood, and get punky. Where I work right now they use a Bamboo pole, and it sets in a wet environment 365 days 24-7, I've been working here for 6 years and the bamboo pole was in use long before I got here. It has mold on it but structurally it's still solid. Not trying to fuel an argument here, just my personal experience. But this isn't Tonkin Bamboo so maybe a difference?
I'd seal it with CA, as I've done on many Bamboo shave brushes with no issue

It's used for removing thing's from water, it has a metal hook attached to the end of it. The bamboo pole is probably 1.5+" dia. and 15+ feet long.
it sits in a dark, extremely damp, tunnel at an elevation of 143.5' above sea level right in the middle of a river exposed to a well pit

Do you need some Bill? I might be able to get some, I just have to ask the boss....

It has been done......just kidding. It's a sump pit where all the water drains to in the plant, sometimes we have to pull thing's out, it's filled with water and to deep to go in it so we use the this pole.
To answer your first question, 5 have been pulled out of the river since I started here, but not with a bamboo pole
