Exactly, and I know that people here will try to communicate sentences that are easy to translate. I have had a lot of practice. English is tough but will get easier

The expression "top notch" is another way of saying something is "excellent", or "of the highest possible quality". "на высшем уровне" The word "notch" by itself just means a small cutout that something else can grip onto... for example, a razor with a "barber's notch" has the small cutout on the front of the blade, as seen below.

The expression might have come from the small notches that would be cut onto arrows to let the archer know how much tension he was putting on the arrow and how far it would go... the "top notch" would fly the strongest/farthest.

Folding kamisori are my favorite razors, and yours is just stunning. I love it.

If you were asking me GVIikzn... 'Top Notch' in English means 'Of Highest Quality'. It is a common slang expression in English in America.
