    I'd say it's about 75% likely to be Joseph & Maurice Rodgers, IE the famous ones. 1805-1815.

    Refined Steel shows up a lot in that period, plus the style is straight outta Smith's Key.

    It's a mystery why Rodgers didn't always use their mark, but I've seen razors that are definitely them (with the royal warrant), which don't use their mark.
