    Here are a couple of images to show the etch and staining. (I thought it had rust on it, but nothing reddish as it turns out.)

    The last pic obviously illustrates the "chewed" description of the scales.

    There is nothing I know of that you can do to clean the staining off the front without losing the frosting. That stuff is very fragile.

    To get the deepest rust stopped and get rid of the rust scale you might try a product called PB Blaster. It's a rust remover and inhibitor that I use on antique hand tools. I find it in auto parts stores. Your scales are toast.
