Clearly the Russians have given the rebels some serious hardware and taught them enough to enable them to shoot planes down. The problem is they haven't taught them enough to know what exactly they are shooting at.
I happen to know few things about BUK systems from my army days. Our AA forces used to have them but now they are replaced with the westrn technology. However, it's possible for a 1 or 2 highly trained professionals (not necessary active military) to shoot independently from a missile vehicle without ever getting a confirmation about the exact identity of the target. For precise identification it needs to co-operate with both radar and command vehicles (not sure about the english terms). But indepent, accurate shooting from the missile wagon is possible.

Having said that this last terrible crime was just one of many acts that has happened in eastern Ukraine lately. And til some point at the whole western borders of Russia. I'm so sorry if had to take so many innocent lives in that plane until the rest of the world will open their eyes.
