Don,t know if this helps where you live, but in Australia you can get Dilmar Ceylon teas at a good price from any grocery store.

I don't know about Ceylon, but I have this site bookmarked for a future present for my wife who is also a tea enthusiast:
Premium Chinese Teas - Pu-Erh Tea - JAS eTea

You might want to check out Special Teas - they not only have a great selection of loose tea, but also user reviews akin to Amazon's that may be a big help in choosing a tea when you don't know much about it (e.g. you can rely on ratings/reviews/feedback of customers who are well versed in tea).
I've ordered regularly from them for about 2 years now and have always experienced prompt shipping and fresh, high quality tea.
The link should take you straight to the Ceylon section, but, if not, simply click on black teas, then Ceylon.John
