Even where it's not epidemic, it happens. You saw what happened in Scarborough, which is closer to you than it is to me and it's a part of Toronto - One of the safest big cities in the world.
Some of those gangs require an act of murder to get into the gang and a lot of times it can be some random stranger.
By arming law-abiding citizens, you're not putting guns on the streets. You think a gangbanger is gonna take the course, apply for his rPAL, register his G17 and then get an ATT in order to go do a driveby?
P.S. To those of you who know me from way back when.. What changed was acquisition of knowledge, a lot of thinking thinking and a bit of maturity (I used to be somewhere between a Fudd and an anti)

Less than half mile from where I'm sitting at home typing this, at a local convenience store, two clerks were cooperating with two armed robbers at about 10 PM one night. The camera shows them being murdered by one of the perps without in any way resisting the killer. He was later caught after committing a drive by shooting of a gang member . His gun matched the murder weapon in the previous homicides and he eventually confessed. Turns out he was "making his bones" when he killed the two convenience store clerks ..... the two unarmed convenience store clerks.
