In the days before electric clippers that's how it was done. I have vivid recollections of having my hair cut with them in the 1950s. I hated them. They would pull bad and if they didn't change the heads often you could be in for an unpleasant experience. I have a pair of NOS Dorko Clippers.

I've got one I think is from the 50's, I've tried to use it once, but it wasn't a very pleasant experience, it pulled more than it cut.

But it's fun to have for display though

I have several of them and use them to trim up my increasingly sparse hair.

Most of them need sharpened and adjusted and many are worn beyond repair. A good clipper in not difficult to use with the same dexterity as a sraight and the added manual clipping action added.
