Is Kuroki really a quality, german razor?

Aha! I can help with this one. I have just got one this week and it goes with a box I have had for ages.
The box was printed for the UK & has no country of origin, The price is embossed on it 4/6 or 22.5p
The razor is a square point with barbers notch. A large 7/8” blade with “Imperial” in a banner on the blade.
On the tang is “Kuroki Germania”
