    If your mouse has a scroll-wheel, you can press it, the cursor will change and you can scroll with that function.

    Just an FYI -- I don't think all scroll mice have this feature and/or you have to configure some things for this to work as you state.

    I had this feature with every mouse I had over the last 5 years or so, with a run of the mill XP setup with no special mouse settings.

    I believe what Joe is referring to is the fact that the function of the scroll wheel button (actually, all mouse buttons) can be changed in the Mouse Settings (I, in fact, have my scroll wheel button programed for the Magnifier so I can read small print with my rheumy old eyes!) but, as you state, Ilija, the Autoscroll is the default setting.
