It should get flat quick. what are you flattening on? Don't soak that!

Not soaking, just using running water and the Naniwa lapping stone. 220 grit I think.

Take it out from the running water a few strokes and things get more aggressive. Dive back into the water. DMT 600 seems perfect to lap them. Or, a beat-up 325. JMO

I prefer a very shallow sextagonal bevel for my gridding pencils. Any of your cutting utensils would be acceptable but I have found that penknives also work well for pencils.
