Using a 220 Norton lapping stone on a 12K Naniwa?
I have a Norton 4/8K that came with a 220 lapping stone. I have a 1K and a 12K Naniwa Superstone. Is it OK to lap the 12K with the Norton 220 lapping stone? It seems to me that this may leave some fairly large scratches in the 12K perhaps defeating it's purpose as a finishing stone.

You should lap it with a higher grit in my opinion, 220 will leave very deep scratches
You could use the 220 if you add further finer grits afterwards (600, 800 to max. 1200)
