    I assume them to be grinder wheels, and I assume that they are too coarse for razors. Hopefully I am wrong.

    The white is an open wheel for high speed surface grinding of hardened tool steels. That shape id\s for a lathe tool grinding grinder. The other is for normal steels,

    Those are Norton Circular Bevel Setting Stones. You do your circles on them; then you use the center holes to place your razor in as you take a break & head to the fridge,,,

    Actually they are just what Richard said,,, the link is a large PDF file that loads(it takes a minute) & you will see current examples on page # 43.
