A friend gave me two chunks of a King 1000 that he cut up into Naniwa brown biscuit sized pieces, and I’m liking that better on fine grit stones.
My doorstop is a Nakayama

I have exactly that synthetic setup, and yeah, I lap it with the good old DMT 325 as others do, and generate slurry for a lot of steel removal with the brown turd (only on the Chosera 1k). I hear you on its perceived fineness, though-I swear it finishes in the neighborhood of 4k when I really tweak the bevel set. The Norton 4k side is then a cinch, then just polish to near mirror on the Norton 8k (which is much finer than the Chosera 1k, even as fine as it is). Then finish up on the Nani12 and on to naturals if that floats your boat.
Either way, excellent choice in what is the most important stone in your arsenal, the 1k bevel setter.There are many roads to sharp.

The Chosera 1k feels really "smooth" while honing, while the Norton 4k feels "rough," but that Chosera 1k is one fast cutter, and the Norton 4k will leave a "finer" finish.

Did you lap your stones?
As said you can use any Diamond Plate they run from $30-100. For lapping stones, they all work about the same in the same grit range. You want a 300-400 grit stone or 320-600 wet and dry sandpaper and any flat surface.
Make sure you read the three posts linked to in the first post of the honing forum. There is a lot of good information that will answer a lot of your questions on how to hone.
Also read the Library/ Maintaining Razors/ Honing/ Beginners Guide to Honing for more information, or better yet find a local mentor.
Make sure to use tape on the spine until you master honing.

If you mean the Nortons are rough to hone on this was a common thing some years ago. IIRC some people took as much as 1/8" off them to get a smooth surface.
I doubt the Chocera is at fault but lap em all.
