I have no idea whether it is a good hone or not, but you'd best not follow the instructions that come with it. If you hone a razor, the best way is to only move forward. Flip the blade when you reach the end of the hone and then move forward with the other side of the blade.
Also if you are new here, drop by in the beginner section, introduce yourself and get some directions if you want to learn your way around straight razors and their maintenance.Til shade is gone, til water is gone, Into the shadow with teeth bared, screaming defiance with the last breath.

Hi Jimmy, welcome to SRP. I have no experience with that hone although I've seen them on ebay. It is what we call a barber hone and is used to touch up an already sharp razor. Here is the SRP Wiki with a beginner's guide, a section on hones and honing and resources for everything you'll need to know if you are going to shave with a straight razor.
Be careful how you treat people on your way up, you may meet them again on your way back down.
