The top of the stone is pretty oxidized and the whole thing smells like it was left in an attic for 100 years. Looks like a kiita iromono. The small maruka and the pure authentic honyama stamp are both blue.
I was told that the middle line translates as small size honyama.

Not much to be found on the subject, though I did see this 'Blue powder rust remover', sold by Iwasaki:
