I wonder if this was such an item? (the packaging it came in would have had the advertising on it)
If you're wanting some more small stones (though none with the strop) and you're going to be travelling north anytime, send me a PM and I'll tell you some shops that have more.

They call it a strop back hone. Not sure if it is ment for razors but its worth a try.

I have a couple of Cushioned, Strop-Back Hones. They are the exact same material as it appears your is, even though mine is 6 1/2 " long and 2 1/2" wide. By the looks of your pic, I agree with Nicknbleeding, it is just a promotional Strop-Back hone.
They are very good hones, enjoy it!! Recondition your leather part with neets foot oil and keep it in a baggy for a week to recondition the leather. I have revived a 100+ year old hone pouch that way, and today is it usable and perfect!!
Excellent collector find!!! Of course, if you should really hate it, I'd be happy to dispose of it for you!!!
