Bevel isnt set.
That bevel looks pretty well set to me. I am not that familiar with looking at microscopic pics but it appears that the cutting edge is breaking down. Could be that the 30K is over honing it and breaking the edge down? I would do as Jimmy suggested and stop at the 8K for a shave. If that doesn't help then I would have to agree with Neil...it's probably the steel.

Im not an expert but Ive honed more than a few blades. The edge is ragged and undefined. Ive looked at many edges under a scope also. Im not trying to criticize you at all. In my eyes the edge looks ragged and needs more on the 1k. The advice Im giving you is what I would do. Its your blade so if you think its set, well whatever. Not looking for an argument.

This is a dialed in coti image at 400X. Natural stones dont leave mirror finish. See the difference at the very edge.
The striations from the 16k run all the way to the edge - not sure how that evidences that the bevel is not set? I can run it over the 30k and smooth out the edge if that's what you're looking for but as I said in the OP, the razor strops up fine but doesn't last through a shave - first time I've had this problem and I've honed all of my razors myself.

There is a school of thought that says the shaptons from 16k up need to be used almost like a barber hone. I know from experience that just a few too many laps on a barber hone will break down an edge (and your edge does look like it is starting to break down) which is why the instructions always say to just do a few strokes. As JimmyHAD mentioned you could try stopping at 8k and doing a test shave. If all is good move up the grit ladder (maybe backing off on the number of strokes you do). This would confirm where the trouble starts.
Send the razor back, to the vendor, with your concerns and wait for the answer.
