I think those circles on the scales one housed metal pieces..

They were too shallow, for metal decorations. The bullseye in the center of the rings are the same depth, and showed no sign of having any type of anchoring of such pieces. Just scroll work, to say.

I recently came across the same markings on a razor but the bullseye center holes went straight through..
