Default New Blade; What Grit ?

I have several NOS razors that I need to hone.

How far down should I drop in grit to set the bevel?

Is 4000 good, or should I start lower?

    Thanks...

That would depend on the condition of the edge/bevel.
Because its NOS, that factory edge may be good enough to only need polishing on a high grit stone to get shave ready.

Have you tried the TNT and the TPT?
You could also use the magic marker test and hone on a (dry) high grit stone to see if all the edge is in contact with the hone.
If all is well then continue polishing with the (wet) high grit (like the 8K).
If it is not then set the bevel with a low grit stone first (like the 1 or 4K)

I am a firm believer in using the highest grit stone to efficiently get the job done, however because I cannot see the bevel myself I can only give you the worst-case-scenario… if the bevel needs setting… start with the 1K... few strokes... remember its NOS that may already have a keen bevel/edge.

    Hope this helps

I usually start new bevels with a DMT 1200. If the bevel is already close, I might try 4k/8k.
