When to move from blue to yellow
So when do I know when to move from my belgian blue to my coticule? When do I move from my coticule to my .5 pasted strop or swaty? When do I finish learning how to hone and quit feeling like an idiot?

Do you have any form of magnification available? If you do, you'll look for the scratch pattern from the blue stone being removed by the yellow. When the blue striations are gone from using your yellow, then you're able to move to your paste. If you don't have magnification, then TPT for the feel and viewing the bevel as best you can under light (mirror polish from the yellow....good).
There are many ways to skin a cat with this stuff too.

I usually just count off a set number of strokes, then do a quick test to see if the edge is shaving armhair. I have a 1.5x6" hone, and I usually do 50 laps with slurry. You could probably get by with fewer if you wanted to.
The blue will produce a shaving edge of it's own, unlike a Norton 4K edge. The blue edge is very smooth but not as sharp as the one you get from the coticule.
It's important to have a well-established edge before you hit the blue. The blue polishes more than it sharpens.

I've got a linen tester that'll work for that purpose.
It scrapes by on the TPT and barely shaves. I guess after I check it with my linen tester, I'll decide then what to do to get it back to a great shaver.
