4k/8k and a home made paddle with cro-ox pasted on one side. the 4k/8k will take care of you unless you need a bevel set. (it will then too, but it may take a while)
chrisl's free/cheap film may be the cheapest way out of the gate, but you will wear the film out. the norton is just tried and true. i went another route and ended up getting a norton combo.

A Yellow Belgian Coticule will go further than you think. I know Alex (LX_Emergency) used only a coticule for years to do a full range of work on his blades. From bevels to polish. It all really depends on pressure and slurry quantity.
You can get a cheap bout off Howard for a song.

As mentioned before, get a Yellow Coticule from Howard first, this will give you what you need to maintain the razors.
Then, when your budget improves, get a DMT - E (1200 mesh), this will give you the tool to create a bevel on new or eBay razors.
